PER-368: UAS Flight Operations for Emergency Response Level I

UAS Flight Operations for Emergency Response Level I is a 1-day, instructor-led course that builds foundational skills for state, local, tribal, and territorial (SLTT) responders to plan, coordinate, and execute small UAS missions in support of emergency response. Participants develop practical skills through scenario-based activities reflecting real-world operational conditions.
Learners apply regulatory requirements, basic mission planning processes, and risk management practices to determine appropriate UAS use, conduct structured mission briefings, and perform entry-level flight operations using standardized procedures and crew coordination. Through structured hands-on flight activities, participants execute basic maneuvers, operate within defined safety parameters, and complete mission-aligned data collection and documentation.
The course emphasizes consistent application of safe, compliant, and coordinated practices to support operational integration of UAS within the FEMA Response mission area, strengthening situational assessment and operational coordination. By the end of the course, participants are prepared to support safe and effective UAS operations that improve incident awareness and support decision-making in dynamic response environments.
